The Speak Foundation’s Personal Care Attendant (PCA) Stipend Program- Origin
We made an exciting announcement at our 2016 conference about unveiling a new PCA Stipend Program for a small group of eligible, full-time workers with disabilities in the USA! The purpose of this program is to defray costs of paying for personal care support, in order to help individuals with disabilities to continue working. This was the first time in the USA that a non-profit charity has been able to provide such a program, without government support no less. The Speak Foundation was provided with a generous donation to begin this initial test program in 2017 and, being that it was highly successful, we are excited to be able to continue to offer this program for 2019 (application links below).
Timeline for the Application Process
We will begin accepting preliminary eligibility applications, which may be submitted to firstname.lastname@example.org, on November 1, 2018. November 26th is the final deadline for submission. We will consider each preliminary application (applications will be reviewed by medical professionals as well as The Speak Foundation’s board members) and notify the approved recipients by December 17th to request additional paperwork, including proof of income and physician’s letter to confirm diagnosis (these will be due by January 31st).
US residency & citizenship, use of a wheelchair 80% of the day, working 30+ hours outside of home, and income limits of $65,000 for individuals and $100,000 household income. You cannot be receiving SSI or SSDI or receive waiver funding for personal care. Individuals who are severely affected by Limb Girdle Muscular Dystrophy (without the ability to dress, bathe, and toilet independently) and live alone will receive priority. Other forms of Muscular Dystrophy will be included as funding allows!
**Please note that the stipend is not intended to cover ALL costs of personal care, but rather to defray costs by providing an additional funding source. Those receiving funding are responsible for coordinating their own services and will be expected to submit proof of how funds are utilized.**
Great Need for this Program
Several years ago, we identified this area of need because full-time workers with disabilities who use a wheelchair and need maximum support for activities of daily living such as bathing, dressing, and eating are not provided any personal care help in most states! Sadly, those who express the need for this type of assistance to get to work in the morning are simply encouraged not to work, in order that they would be eligible for government funded programs. We want to be a part of change in this area!
